American with Disabilities Act (ADA) Compliance
Americans with Disabilities Act
The Americans with Disabilities Act (ADA) is a comprehensive federal civil rights statute enacted in 1990. Comprised of five major parts, or “titles,” the ADA’s stated purpose is to provide a “clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities.”
It is estimated by the U.S. Census Bureau that over 50 million U.S. residents have a disability, and over 50% of senior citizens aged 65 or older have a disability. Title II requires that all public entities with 50 or more employees perform a self‐evaluation, prepare a transition plan, make the transition plan available for three years, publish a notice of non‐discrimination, designate an ADA Coordinator and develop a formal complaint form and grievance procedure.

The City of Piqua has completed a self-evaluation of all City facilities, programs and procedures and has prepared this Transition Plan.
Over the years, Piqua has worked to improve accessibility, including through the completion of this Self-Evaluation and Transition Plan (SETP). This plan outlines the steps necessary to comply with Title II of the Americans with Disabilities Act.
The City is committed to ensuring that all residents and visitors can access its services, programs and activities. It will promptly investigate any formal grievance filed according to the grievance procedures outlined.
In addition, the City will strive to include annual budget allotments for required improvements to make its facilities fully accessible, prioritizing projects that have the greatest impact on access for people with disabilities. Where full access cannot be achieved, the City will provide alternate means to ensure equal opportunities for people with disabilities.

ADA Compliance Form
The City has established an ADA grievance procedure, which may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provisions of services, activities, programs or benefits by the City of Piqua.
If you have a complaint regarding discrimination on the basis of disability, please submit your complaint in writing or via email to the ADA Title II Coordinator within 60 days after the alleged ADA violation. The Coordinator or a designee will respond within 30 calendar days. An appeals process is available if the complainant believes the issue is not satisfactorily resolved.
