Lower Fountain Park is located at Forest Avenue and Echo Lake Drive. Upper Fountain Park is located on Fountain Boulevard. The hydraulic canal that separates Upper and Lower Fountain provides a walking path and fishing both on the waterway and off the bank. 

The park was opened in 1874 by the Western Ohio Fair Association to host agricultural fairs. It included a one-mile race track with a grandstand, caretaker dwelling and stables. The space, which included ponds, fountains and walkways, became a City park in the early 1900s. Hance Pavilion was added in the early 1920s.
