Homeowners who live in their own single-family residence in Piqua and meet income requirements (see below) can spruce up the exterior of their homes with free paint and related supplies. Piqua citizens, businesses, organizations and foundations have donated funds to the City since 2006, and Piqua City Commission has authorized this program to assist homeowners with limited resources to improve the exterior appearance of their homes. The goals to aid in revitalizing neighborhoods and the city as a whole are: 1) Stop deterioration of properties. 2) Maintain property values. 3) Improve the appearance of our neighborhoods and the city. This Program is designed to engage the residents and neighborhoods to build positive relationships and a stronger community. In essence, Renew Piqua is renewing both the housing stock and the spirit of Piqua!

The Program seeks to accomplish these goals by distributing free paint to eligible homeowners both to those who will paint their own house and to those who are elderly or disabled and do not have the support system of family, friends or church members to help paint. Further, the Program will attempt to identify a volunteer group to paint the home for this homeowner who cannot paint their own home. If a volunteer group is willing and financial resources are available for homes in need of minor exterior repairs or yard work at their property, that volunteer group will paint and make the needed repairs as well.

VOLUNTEER GROUPS:

Volunteer groups may consist of any business, church, service club, group of friends and family or any combination of one or more groups. Groups will find that not only do they help that needy homeowner, but their work contributes to the revitalization of the neighborhood and city. And the experience is a good team builder and community builder. The experience can be fun and promote pride in the neighborhood and in the work being accomplished.

Those who request volunteers to paint the house must be elderly and/or disabled and have no relatives or others who can apply the free paint. Anyone who wishes to volunteer or knows of a potential volunteer group should have that volunteer group contact Andy Burner at 9367-778-2054 (aburner@piquaoh.org).

ELIGIBILITY FOR ASSISTANCE:

To be eligible to participate in the program, homeowners must meet all of the following requirements:

1. Income not to exceed 80% of the Average Median Gross Income (AMGI) standards, as determined by the U.S. Department of Housing and Urban Development for Miami County, based upon household size and annual household income:

1 person under $ 33,700
2 persons under $ 38,550
3 persons under $ 43,350
4 persons under $ 48,150
5 persons under $ 52,000
6 persons under $ 55,850

2. Homeowners must have paid all local property and income taxes in full or have an acceptable plan to be current.

3. Approval of homes and garages for painting will be based essentially on a completed application and a visual inspection by City inspectors.

4. Those painting a home with Program paint will undergo an orientation to by the paint distributor on proper house paint preparation and painting to assure a quality job is done with the donated paint.

For those who are having a volunteer group paint or make minor exterior repairs, the volunteer group and homeowner will make all the arrangements for when the painting and work will occur. The volunteer group may arrange for snacks or meals for the volunteers at the work site through the list of local restaurant and grocery donors the city has.

ASSISTANCE:

Each residence will be eligible for up to $400 worth of paint, which includes primer, and related paint supplies, including caulking, scrapers, brushes, rollers, drop cloths, paint trim tape. Approved homeowners will be given paint and related supplies that can be obtained at a local paint store approved by the City for participation. In 2007, as in 2006, the suppliers are Piqua Lumber and the Sherwin-Williams Piqua store.

Structures (homes and garages) must be painted within 30 days following receipt of the paint. Appropriate extensions may be given to the homeowner, for specific reasons, such as a long run of poor weather.

Homeowners are urged to call now and register for consideration in the Program, at 937-778-2054, as funds are not unlimited. Applications will be processed on a first-come, first-served basis.

FUNDING:

Funding for the Program is provided through donations from residents, businesses, churches, service clubs and even residents who are now living elsewhere but find the Program worthwhile and want it to flourish. All donations are tax deductible. All donations, no matter what the amount, will be acknowledged publicly.

Bronze level - $ 99 or less: recognition on the City Web Site
Silver level - $ 100-499: City Web Site & APTA TV (Piqua TV5)
Gold level - $500-999: City Web Site, APTA (Piqua TV5), City Commission recognition
Platinum level - $1,000 or more: Web Site, APTA (Piqua TV5), City Commission recognition and plaque

All donations are tax deductible.

OTHER RESOURCES/DONATIONS NEEDED:

In addition to financial donations, organizations, companies, home improvement businesses and any others are also being asked to provide either: 1) any sort of home improvement service, i.e. concrete work (masonary), roofing, tree trimming, yard work/ landscaping, etc. and/or 2) any sort of home improvement and landscaping materials and supplies to help volunteer groups. These donations will all contribute to the minor exterior repairs and yard work needed by those eligible for Renew Piqua assistance. Whether it's a total donation, "seconds" or a deep-discount, please contact Andy Burner at 778-2054 to make arrangements for that Renew Piqua donation.

Local grocers and food establishments are being asked to donate beverages, snacks and even meals to volunteer groups as they work on a project. Contact Andy Burner at 937-778-2054 to make arrangements for that Renew Piqua donation.
