| This project includes new curbs,
sidewalks, brick pavers, decorative light posts, sign posts,
benches, trash receptacles, trees, and planter
boxes.
The streetscaping includes the installation of 32 Cleveland
Pear trees. Cleveland Pears are similar to Bradford Pears
elsewhere in the downtown in that they are flowering trees with
no fruit. However, the Cleveland variety is more columnar in
shape making it suitable for streetscaping.
The contract for this project was
awarded to Double Jay Construction, Englewood, Ohio, for a
total cost not to exceed $650,000. |

The work, which will begin in May, will be completed in phases to minimize the areas
disrupted at any one time. Access will be provided to businesses
and residential properties throughout the course of
construction.
The completion date for Ash Street is
September 20, 2002. The completion date for the Water,
Wayne, and Main Street portion is December 7, 2002. |

| This project completes one more link of
The Loop. It will present an aesthetically pleasing entrance
to the Central Business District and facilitate continued
improvements in the downtown. |

Update - July 17, 2002 |

Work in the 200 block of
West Water Street, phase three of ten, is nearing
completion. Several days were lost in this phase due
to an unexpected grade conflict with 13kv primary electric
lines encased in concrete. The electric lines have
been relocated to eliminate the conflict and regular
streetscape work has resumed. The installation of
pavers in this block and the remainder of the 200 block of
West Ash Street will be completed as soon as brick pavers
are available from the supplier, possibly late next week.
The asphalt restoration in front of the curb and behind the
sidewalks along West Water Street should be completed early
next week. Once this work has been performed, the work
zone traffic control devices will be removed and traffic
patterns restored to normal.
On July 18th work will begin on the south side of the 100
block of West Ash Street. Like previous phases, phase
four will start with the removal of the existing concrete
curb and sidewalk followed by the installation of electric
conduit, catch basins, concrete curbing, concrete walk and
paver base, pole foundations, and the brick pavers.
This phase of Ash Street will be restricted to work being
completed on the south side of the 100 block of West Ash
before work on the north side of the block may begin in
effort to minimize the loss of parking and inconveniences to
businesses. Also, once brick pavers have been
completed in the 200 blocks of West Ash and West Water, the
contractor will begin phase five in the 100 block of North
Wayne Street on the east side of the street while continuing
work on West Ash Street phase four.
The Engineering Department will continue to monitor the
progress of the project, and as long as each phase is
completed in a timely manner with minimal disruption to
businesses, the contractor will continue to simultaneously
work multiple phases within the project limits, in effort to
accelerate the completion date of the work. |

Update - June 25, 2002 |

On Monday, May 13, 2002,
Double Jay Construction of Englewood, Ohio began work on the
above referenced project in the 200 block of W. Ash Street.
To date 90% of the work has been completed in this
block. Remaining task include the installation of
electric pull boxes, tree frames/grates, brick pavers, and
asphalt restoration. Brick paver installation should
substantially complete in the 200 block of W. Ash Street by
the end of this week. The contractor will install the
pavers up to the openings left where tree frames/grates and
pull boxes are to be installed, and complete these areas at
a later date once the tree frames/grates and pull boxes have
been shipped and installed. The asphalt restoration in
front of the curb and behind the sidewalks at drive
openings/parking lots should be completed early next week.
On June 20th work began on the W. Water Street portion of
the project. Concrete removal is nearly complete, with
the installation of electric conduit, catch basins, concrete
curb, walk, and pole foundations, and the brick pavers to
follow. Once brick pavers are completed in the 200 block of
W. Ash Street, the contractor will return to the Ash Street
area to begin concrete demolition in the 100 block of W. Ash
on the south side of the street while continuing work on the
Water Street phase. This phase of Ash Street will be
restricted to work being completed on the south side of the
100 block of W. Ash before work on the north side of the
block may begin in effort to minimize the loss of parking
and inconveniences to businesses.
The Engineering Department will continue to monitor the
