There are certain regulations that may
pertain to our industries in the City of Piqua, which discharge
their processes into the sanitary sewers. These regulations are
not only from the City of Piqua itself, but some are legislated
from the Federal Government. The City of Piqua is the entity
that controls and administers these laws and rules from the
local level.
The guidelines that the City is charged with
upholding are under CFR (Code of Federal Regulations) Title 40:
Parts 400 to 471- Protection of Environment. This program is
known as the Industrial Pretreatment Program and is in the Sewer
Use Ordinance for the City of Piqua.
As a part of this EPA mandated and approved
program, we are to check periodically with the industries that
might have the potential (by the amount of flows, the contents
and concentrations of their discharges, or by the processes they
employ) to be on the pretreatment program. Our job is to work
with these industries to help them meet the parameters, that are
set forth by the CFR criteria and our local discharge limits (local
limits-based and derived from technical justification of
Treatment Plant capabilities, river criteria, and sludge
disposal characteristics … and not to hamper an industry’s
prosperity).
