Time-Warner, Inc. has a
(non-exclusive) franchise agreement to offer cable television to consumers in
Piqua.
The Federal Government, not
the City, has the authority to regulate all cable rates, but “basic tier”
(channels 2-18). Billing matters, rates charged, equipment charges, channel
selections, and most other matters should be addressed first to Time-Warner,
whose business office is at 614 N. Main Street.
Cable complaints should also be addressed to the Piqua City
Manager’s Office, 201 W. Water Street and should be done preferably via a
letter or e-mail. City

come to residences or businesses to check for the presence of carbon

Careful Corners Safety Program 778-2013
This general safety program is for
kindergarten-age children and is sponsored by the Piqua City
Schools. The Fire Department spends one day per class on a
variety of subjects related to fire safety, how to react to fire,
how to call for help ( 9-1-1), how to escape from a building fire
and how to recognize the firefighters in their uniforms and turn-out
gear. The Police Department provides specific instruction on street
crossing safety, stranger awareness and bicycle safety.

catch basins or clears catch basins clogged with debris.

The Street Department
is responsible for the
removal of Christmas trees for a period of three weeks after
Christmas.

they do not have offices, they can be reached at home or in some

City Commission Meetings
The Piqua City Commission meets regularly at
7:30 p.m. on the first and third Mondays of
each month in the Commission Chambers in the Municipal Government
Complex, 201 W. Water Street. Commission meetings are televised
live on the local cable access channel, Access Piqua Television
Association, Piqua TV5. Meetings are rerun daily at various times

Commissioners, the City Manager and city staff members hold monthly
informal meetings from May through September with the
citizens in different city parks and playgrounds. The meeting is
designed to allow people to discuss concerns, complaints and

The City and Chamber collaborate on two particular efforts:

schools, holiday traditions, transportation, etc. It is
inserted in the local newspaper and is available free to citizens.
- Cable Access programming, Access Piqua Television Association (APTA)
Piqua TV5 which features programming on local events,

This is a program provided once a week during the school
year at the Junior High School. The Piqua Police Department
provides the program in cooperation with the Piqua City
Schools, Miami County Juvenile Court and Juvenile Probation
Department. This program provides students with time to

learn positive lifestyle choices through a variety of programs
and guest speakers.
The Department maintains an unarmed Auxiliary Police Unit
to assist the sworn police officers in many of their more
routine duties.

Bicycle licenses are issued and bikes can be registered
with the Police Department to aid the department in event of
theft.
- Bicycle Safety Information and Presentations
This program helps educate groups about safe bicycle riding
practices, bicycle equipment and component inspections and

on their own street to assist the police department in

- Citizen Ride Along Program
This program provides an opportunity for
citizens to ride with and observe a patrol officer on duty to
improve the public’s understanding of the police officer’s
role in their community. Citizens must complete a "rider
release agreement" and local record check to be eligible.
This is a specialized operation in
cooperation with local liquor permit holders to deter/detect
juvenile or underage related alcohol violations.

available about all aspects of crime prevention, including steps
citizens can take to reduce the opportunity for a crime to

Elementary Schools
Elementary D.A.R.E. is an educational program provided to 5th
grade students by a sworn police officer that teaches methods of
resisting peer pressure to use drugs or resorting to violence to
solve problems. D.A.R.E. teaches appropriate lifestyle choices,
decision making, peer pressure resistance, and positive
self-esteem.
Junior High
Junior High D.A.R.E. is an educational program provided to
7th grade students by a sworn police officer that teaches
methods of resisting peer pressure to use drugs or resorting to
violence to solve problems. D.A.R.E. teaches appropriate
lifestyle choices, decision making, peer pressure resistance,

Similar in method to D.A.R.E., G.R.E.A.T. is a course of
instruction to assist students in junior and senior high schools

activity. School Resource Officers provide G.R.E.A.T. training
to all 7th and 9th grade students during the school year.
- Gun Safety Program, Eddie Eagle Program
This nationally recognized educational program teaches
children that guns are not toys and what steps children should
take upon finding a gun. The program is provided to all 3rd
grade students in Piqua City Schools as part of the regular
school curriculum and can be presented to other ages and groups
on request.
- Landlord/Tenant Workshops
The Department conducts workshops on conflict resolution,
rights and laws.

- National Night Out Against Crime
This is an annual event, usually occurring on the first
Tuesday in August. National Night Out Against Crime provides an
opportunity for the Police Department to meet with citizens in

Patrol officers check businesses at night, note any
security deficiencies, and leave a card to notify the business
owner that the building has been checked.
- Operation Gunlock
and Firearms
Safety Presentation
Officers present classes on safe firearms
storage and handling, and laws relative to firearms ownership
and use. This program has also provided gunlocks to gun owners
to aid in safe storage of guns.
The Piqua Police Department provides the parent with a
current photo of their child along with a physical description.
This program is offered several times annually in conjunction
with special events such as "City Safety Days," open
houses, health fairs, etc.

The Department’s Speed Monitoring Trailer may be

- Tactical Response Team, Piqua-Sidney Regional
This team is a full-service tactical response team that is
trained and equipped to respond to and resolve dangerous
situations requiring specialized knowledge, skills or
equipment. The team is composed of Piqua and Sidney Police
Officers and includes trained, experienced hostage
negotiators. The TRT may also provide demonstrations or
lectures concerning the need to have and maintain this highly
skilled team, how the team operates, special operations,
equipment and methods the team may utilize to resolve a
situation.

Officers check residences daily while home- owners are on
vacation.
- Solicitor Registration and Permits
Permits are issued to those who wish to conduct
door-to-door business in Piqua.

The Department offers a voluntary program
to register firearms to provide records in the event of theft.

The Piqua electric system is monitored 24
hours/day, 365 days/year by skilled city technicians. Any service
interruption or irregularity, short or long, should be reported
immediately so that the appropriate personnel may be dispatched to
make the required repairs.

to each household. The community newsletter is funded by the City,

enforcing all City Codes pertaining to the upkeep of residential and
commercial properties (rentals or owner-occupied) including the
BOCA/National Property Maintenance Code.

The local access television, Access Piqua
Television Association (APTA), Piqua TV5, is operated through a
volunteer committee of the Piqua Chamber of Commerce, funded jointly
by the City and Chamber of Commerce. Volunteers for all types of

The City has a curbside recycling program for
all city utility customers. Recyclable materials are picked up in a
single plastic bin supplied by the City on the same day as one’s
regular refuse. No sorting of materials is necessary under the City

The Residence Pride Award is given by the City
of Piqua and the Piqua Area Chamber of Commerce in order to

The Health Department performs food sanitation and safety inspections
of school buildings and cafeterias.
Security Lights 778-2077
A variety of lighting options are available to meet the needs of the
City’s residential, commercial and industrial electric customers. This
service is provided at an added cost to the customer’s monthly bill.
Senior Citizens Center
There are small senior citizens centers and clubs operated throughout
Piqua by churches and other organizations. Adult day care and Alzheimer’s
patient care in Piqua is provided by several private agencies.
Senior Citizens Discount Programs 778-2000
A 5% Senior Citizen discount on the electric, water and waste-water
portion of your monthly utility bill is available for customers age 65
and above and who qualify within the income guidelines.
Senior Citizens Refuse Program
This allows seniors to purchase refuse bags in our office instead of
paying the monthly refuse fee. (Recycling fee is additional.) Please
contact the Utilities Business Office to sign up for these programs at
778-2000.

permits for "on lot household sewage disposal systems."
Sexually Transmitted Diseases 778-2060
The Health Department is responsible for
reporting and follow up of sexually-transmitted diseases.
Sidewalks, Curbs and Gutters Costs
As part of the City’s street reconstruction
projects, these costs are estimated by the
Engineering Department
(778-2044) and billed by the Finance Department (778-2065) with the
unpaid costs being added to the property owners’ property taxes by
the Miami County Auditor (332-6800).

The Engineering Department issues permits for
the placement of sidewalk and/or curbing in the public right of way.

Zoning Department issues permits for
the placement of a sign of any type, free-standing, wall-mounted,

The Fire Department reviews all plans for
building or remodeling a business to ensure that they meet the
current fire safety codes.
Snow and Ice Removal 778-2095
Call the Street Department for removal of snow and ice on streets
City policy calls for crews to plow streets from curb to
curb as cars and other obstructions have been removed. Streets are
prioritized to facilitate more efficient removal of snow and obtain

City Manager may declare a Snow Emergency and require vehicles to be
removed from designated streets to facilitate snow removal.

The Fire Department provides information and
inspects sprinkler systems for all businesses that have or are
installing sprinkler systems.

Permits are required in order to excavate in
the paved area of a public right of way for any reason. Permits can
be obtained at the City Street Department.

Many jobs require an interim electrical
service to facilitate completion of a construction project. Contact
the City’s Power System to review the requirements for this type

The Piqua Health Department licenses and
inspects trailer (manufactured home) parks.
Transportation Service 773-7547
The Piqua Transit Service is operated for the City by the
Community Action Council of Miami County. Hours of operation are:
Monday-Friday 6a.m. - 6p.m. Vehicles are equipped to accommodate
wheelchair bound passengers. Those who wish to be transported to
Upper Valley Medical Center facilities at Dettmer should call the
Piqua Transit Service to arrange for public transportation.
Transportation to the UVMC medical facilities runs during the normal
hours of operation. Questions pertaining to the City's public
transit service can be addressed by contacting the Community
Development Department at 778-2054.

Tree Planting 778-2044
Call the Engineering Department for information and literature
outlining permissible tree species and locations in the public right
of way.

location of trees or tree limbs endangering the public safety.
Tree Trimming 778-2077
The Piqua Municipal Power System trims trees to maintain safe and
reliable operating distances from its high-voltage power lines. Tree
concerns should be reported to the Municipal Power System.
Truck Parking 778-2027
Trucks over 6,000 gross pounds must obtain a
parking permit to park on residential property. Such vehicles may
park on state routes for no more than 72 hours per month. Permits
are obtained through the City Police Department.

The Fire Department has been delegated
authority by the State Fire Marshall’s Office in the matter of
removing and installing fuel tanks. The Fire Department conducts all
inspections and issues permits.
