Cable Television 773-2288

Time-Warner, Inc. has a (non-exclusive) franchise agreement to offer cable television to consumers in Piqua. 

The Federal Government, not the City, has the authority to regulate all cable rates, but “basic tier” (channels 2-18). Billing matters, rates charged, equipment charges, channel selections, and most other matters should be addressed first to Time-Warner, whose business office is at 614 N. Main Street.  Cable complaints should also be addressed to the Piqua City Manager’s Office, 201 W. Water Street and should be done preferably via a letter or e-mail.  City Commissioners may also be addressed with cable complaints.  All city officials and staff e-mail addresses and telephone numbers can be found at the City's Contact List, if you choose to use electronic correspondence.  

Carbon Monoxide Checks and Information 778-2013

The Fire Department provides information concerning carbon monoxide and effects. The Department will also come to residences or businesses to check for the presence of carbon monoxide.

Careful Corners Safety Program 778-2013

This general safety program is for kindergarten-age children and is sponsored by the Piqua City Schools.  The Fire Department spends one day per class on a variety of subjects related to fire safety, how to react to fire, how to call for help ( 9-1-1), how to escape from a building fire and how to recognize the firefighters in their uniforms and turn-out gear. The Police Department provides specific instruction on street crossing safety, stranger awareness and bicycle safety.

Catch Basins/ Manhole Maintenance 778-2095

The Street Department repairs deteriorated catch basins or clears catch basins clogged with debris.

 

Christmas Tree Removal 778-2095

The Street Department is responsible for the removal of Christmas trees for a period of three weeks after Christmas.

City Commissioners 778-5170

These elected officials are part-time legislators. Although they do not have offices, they can be reached at home or in some instances at work. Messages for any city commissioner can also be left with the City Manager’s secretary or with the Clerk of Commission.

City Commission Meetings

The Piqua City Commission meets regularly at 7:30 p.m. on the first and third Mondays of each month in the Commission Chambers in the Municipal Government Complex, 201 W. Water Street. Commission meetings are televised live on the local cable access channel, Access Piqua Television Association, Piqua TV5.  Meetings are rerun daily at various times during the week following the regular meeting. City Hall in the Park 778-5170

City Commissioners, the City Manager and city staff members hold monthly informal meetings from May through September with the citizens in different city parks and playgrounds. The meeting is designed to allow people to discuss concerns, complaints and solutions with city officials. Meetings begin at 7 p.m.

The Piqua Health Department is responsible for enforcing all City Codes pertaining to the upkeep of residential and commercial properties (rentals or owner-occupied) including the BOCA/National Property Maintenance Code.

The Piqua Health Department is responsible for reporting and following up on reportable communicable diseases.

Community Information 778-2054

There are numerous sources of information about the community. The City has a wealth of information including:

    • City of Piqua website (www.piquaoh.org) which features a great deal of information on City services, history, economic development, etc. City officials’ e-mail addresses are also listed.
    • Televised City Commission meetings are found on the local Access Channel 5, live at 7:30p.m. on the 1st and 3rd Mondays of each month. The meeting is rebroadcast daily the week following the meeting.
    • "The Spirit", a quarterly newsletter about city government, is printed for the citizens and distributed free to every household in Piqua.
    • The City Annual Financial Report is available in the late spring each year at the Finance Department and City Manager’s Office.
    • Other brochures on parks and associated programs, utilities business services, automatic bill paying services (BillPayer 2000), Police, Fire and Health Department programs, etc., can all be found in the respective departments or can be obtained through the Community Development Department.

The City and Chamber collaborate on two particular efforts:

    • Community quarterly newsletter "Pro-Piqua Focus" which highlights positive information about the community.  Each quarter’s issue has a theme, i.e. unsung heroes, parks, schools, holiday traditions, transportation, etc. It is inserted in the local newspaper and is available free to citizens.
    • Cable Access programming, Access Piqua Television Association (APTA) Piqua TV5 which features programming on local events, organizations, personalities, achievements, and issues. The station broadcasts approximately 40-50 hours each week. Regular meetings of the Piqua City Commission are broadcast live and rebroadcast daily the week following the meeting.

The Piqua Area Chamber of Commerce has a variety of informational pamphlets and other materials which can be obtained at its office at 326 N. Main Street (773-2765).

Never attempt to clear or remove wires from your property.  This is the responsibility of the Piqua Municipal Power System.

The Fire Department has begun a Smoke Detector Program.  They are working along with a couple of area businesses to inspect your smoke detectors, assist you with the proper location of detectors and to help provide Smoke Detectors to those who cannot afford one.

Foster Care, Child Care & Adoption Property Inspections 778-2013

The Fire Department inspects properties that are becoming certified to provide foster care for children and adults or those who need an inspection for adoption purposes.  Inspections are conducted upon request.

Garage/yard sales 778-2060

City ordinance limits the number of sales to two in one summer. The ordinance also prohibits anyone from posting signs advertising such sales on city utility or telephone poles.

Garbage Collection 778-2060

The Sanitation Department provides weekly unlimited collection of trash and also special pick-up of larger items.  Recycling is also provided for residents (see Recycling).

Golf Course Membership Gift Certificates 778-2086

Gift certificates (during Christmas season only) are available at the Finance Department (778-2065) and the Parks & Recreation office, 635 Gordon Street (778-2085).  Gift certificates must be purchased at the Echo Hills Municipal Golf Course at all other times of the year.

The Piqua Boy Scouts and Girl Scouts have separate days each year to learn firsthand about their local government in a unique program sponsored by the City. Members of the City Commission, the City Manager’s Office and the administrative and operating departments all participate.

Call the Engineering Department to apply for handicap parking signs. You must meet the criteria set forth in the City of Piqua Code of Ordinances. To obtain a handicap parking placard, contact AAA at 773-3753.

Permits for and inspections of heating and air conditioning for residential properties may be obtained at the Piqua Health Department.

Housing Rehabilitation Programs 778-2062

The City administers several housing grants through its Housing Rehabilitation office in the City Manager’s Office.  The City offers "forgivable loan programs" to rehab homes, emergency home repair grants, loans for first-time homebuyers, downtown building facade improvement grants (through federal and state grants). The criteria for the grant programs vary, but most are for individuals/families with low and moderate incomes.

The Piqua Health Department and Upper Valley Medical Center partner to provide a full range of immunizations to children and adults. The Clinic, located at 821 Nicklin Avenue, (Nicklin Avenue Medical Office Building) is open for immunizations by appointment only. A parade permit application must be completed and approved by the City. The permit helps the City assist local groups with arrangements for an orderly parade. Copies of the application can be obtained at the office of the City Manager.

The Health Department performs inspections and issues permits of new and altered plumbing. The department licenses all plumbers in the City.

This is a program provided once a week during the school year at the Junior High School. The Piqua Police Department provides the program in cooperation with the Piqua City Schools, Miami County Juvenile Court and Juvenile Probation Department. This program provides students with time to complete homework, engage in organized sports activities, and learn positive lifestyle choices through a variety of programs and guest speakers.

    • Auxiliary

The Department maintains an unarmed Auxiliary Police Unit to assist the sworn police officers in many of their more routine duties.

    • Bicycle Licensing/Registration

Bicycle licenses are issued and bikes can be registered with the Police Department to aid the department in event of theft.

    • Bicycle Safety Information and Presentations

This program helps educate groups about safe bicycle riding practices, bicycle equipment and component inspections and bicycle riding skills.

Citizens may borrow a portable radar unit and monitor speed on their own street to assist the police department in determining where directed patrol resources should be assigned.

    • Citizen Ride Along Program

This program provides an opportunity for citizens to ride with and observe a patrol officer on duty to improve the public’s understanding of the police officer’s role in their community. Citizens must complete a "rider release agreement" and local record check to be eligible.

This is a specialized operation in cooperation with local liquor permit holders to deter/detect juvenile or underage related alcohol violations.

Information and presentations are available about all aspects of crime prevention, including steps citizens can take to reduce the opportunity for a crime to occur.

    • Drug Abuse Resistance Education (D.A.R.E.) Programs-

Elementary Schools

Elementary D.A.R.E. is an educational program provided to 5th grade students by a sworn police officer that teaches methods of resisting peer pressure to use drugs or resorting to violence to solve problems. D.A.R.E. teaches appropriate lifestyle choices, decision making, peer pressure resistance, and positive self-esteem.

Junior High

Junior High D.A.R.E. is an educational program provided to 7th grade students by a sworn police officer that teaches methods of resisting peer pressure to use drugs or resorting to violence to solve problems. D.A.R.E. teaches appropriate lifestyle choices, decision making, peer pressure resistance, and positive self-esteem. This builds on the lessons students learned in the 5th Grade D.A.R.E Program.

High School

High School D.A.R.E. is an educational program provided to 9th grade students by a sworn police officer that teaches methods of resisting peer pressure to use drugs or resorting to violence to solve problems. D.A.R.E. teaches appropriate lifestyle choices, decision making, peer pressure resistance, and positive self-esteem. The Department sponsors specialized operations for public information and education and DUI intervention.

Contact the department to inquire about or turn in lost property or recover found property.

    • Fingerprinting for Civilians

Many jobs require employees to have a criminal record check conducted and fingerprints taken to meet job requirements. The Piqua Police Department provides this service for Piqua residents or persons who will be working in the city.

Junior High and High School

Similar in method to D.A.R.E., G.R.E.A.T. is a course of instruction to assist students in junior and senior high schools to resist peer pressure to join or participate in gang-related activity. School Resource Officers provide G.R.E.A.T. training to all 7th and 9th grade students during the school year.

    • Gun Safety Program, Eddie Eagle Program

This nationally recognized educational program teaches children that guns are not toys and what steps children should take upon finding a gun. The program is provided to all 3rd grade students in Piqua City Schools as part of the regular school curriculum and can be presented to other ages and groups on request.

    • Landlord/Tenant Workshops

The Department conducts workshops on conflict resolution, rights and laws.

    • National Night Out Against Crime

This is an annual event, usually occurring on the first Tuesday in August. National Night Out Against Crime provides an opportunity for the Police Department to meet with citizens in their neighborhoods to discuss crime prevention and personal safety.

    • Night Eyes (business security program)

Patrol officers check businesses at night, note any security deficiencies, and leave a card to notify the business owner that the building has been checked.

    • Operation Gunlock and Firearms Safety Presentation

Officers present classes on safe firearms storage and handling, and laws relative to firearms ownership and use. This program has also provided gunlocks to gun owners to aid in safe storage of guns.

    • Operation Safe Child

The Piqua Police Department provides the parent with a current photo of their child along with a physical description. This program is offered several times annually in conjunction with special events such as "City Safety Days," open houses, health fairs, etc.

    • Party Safety House

    • Pen-Pal Program - 4th Grade Students

As part of the 4th grade language arts education program, police officers write to students in all 4th grade classes on a monthly basis to provide safety information and improve relationships with students.

    • Personal Safety Information and Presentations

The Department sponsors programs to provide citizens with information on personal crime prevention, prevention of assaults, and methods of personal defense.

    • Rape Aggression Defense Training Program 773-6626

The Department conducts training twice each year in conjunction with the Piqua Y.W.C.A. to train women of all ages on how to defend oneself against a potential rapist.

Citizens can request additional patrols or attention to traffic, noise or other problems in neighborhoods.

During the school year, a sworn officer is assigned to the various elementary schools to provide instruction, assist school staff and administrators, and provide D.A.R.E and other classes to students.

During the school year, a sworn officer is assigned to the junior high school to provide instruction, assist school staff and administrators, and provide D.A.R.E., G.R.E.A.T., and other classes to students.

    • Seat Belt Safety Program

This is a safety program provided by the Ohio Department of Public Safety through the Department to educate all 3rd grade students about the need to wear seat belts while riding in cars.

    • Security Surveys (residential and commercial)

Crime prevention officers conduct a survey of your residence or business and make recommendations for improving security and crime prevention "target hardening."

    • Speed Enforcement Programs (speed monitoring trailer)

The Department’s Speed Monitoring Trailer may be requested to be placed in your neighborhood free of charge.

    • Tactical Response Team, Piqua-Sidney Regional 

This team is a full-service tactical response team that is trained and equipped to respond to and resolve dangerous situations requiring specialized knowledge, skills or equipment. The team is composed of Piqua and Sidney Police Officers and includes trained, experienced hostage negotiators. The TRT may also provide demonstrations or lectures concerning the need to have and maintain this highly skilled team, how the team operates, special operations, equipment and methods the team may utilize to resolve a situation.

    • Vacation House Check Program

Officers check residences daily while home- owners are on vacation.

    • Solicitor Registration and Permits

Permits are issued to those who wish to conduct door-to-door business in Piqua.

    • Voluntary Gun Registration Program

The Department offers a voluntary program to register firearms to provide records in the event of theft.

The Piqua electric system is monitored 24 hours/day, 365 days/year by skilled city technicians. Any service interruption or irregularity, short or long, should be reported immediately so that the appropriate personnel may be dispatched to make the required repairs.

Pro-Piqua Focus – Community Newsletter 773-2765

A committee of volunteers publishes a quarterly community newsletter sent free to each household. The community newsletter is funded by the City, although the committee is made up of citizen volunteers. (See also "Community Information.")

Property Maintenance /Code Enforcement 778-2060

The Piqua Health Department is responsible for enforcing all City Codes pertaining to the upkeep of residential and commercial properties (rentals or owner-occupied) including the BOCA/National Property Maintenance Code.

Public Access Television, Piqua TV5 773-2765

The local access television, Access Piqua Television Association (APTA), Piqua TV5, is operated through a volunteer committee of the Piqua Chamber of Commerce, funded jointly by the City and Chamber of Commerce. Volunteers for all types of jobs are welcome. (See also "Community Information.")

The City has a curbside recycling program for all city utility customers. Recyclable materials are picked up in a single plastic bin supplied by the City on the same day as one’s regular refuse. No sorting of materials is necessary under the City Program.

Residence Pride Award 

The Residence Pride Award is given by the City of Piqua and the Piqua Area Chamber of Commerce in order to recognize those property owners who have made positive, impacting exterior improvements to their home and/or property.  For more information see Residence Pride Award.

The Health Department performs food sanitation and safety inspections of school buildings and cafeterias.

Security Lights 778-2077

A variety of lighting options are available to meet the needs of the City’s residential, commercial and industrial electric customers. This service is provided at an added cost to the customer’s monthly bill.

Senior Citizens Center

There are small senior citizens centers and clubs operated throughout Piqua by churches and other organizations. Adult day care and Alzheimer’s patient care in Piqua is provided by several private agencies.

Senior Citizens Discount Programs 778-2000

A 5% Senior Citizen discount on the electric, water and waste-water portion of your monthly utility bill is available for customers age 65 and above and who qualify within the income guidelines.

Senior Citizens Refuse Program

This allows seniors to purchase refuse bags in our office instead of paying the monthly refuse fee. (Recycling fee is additional.) Please contact the Utilities Business Office to sign up for these programs at 778-2000.

The Health Department inspects and issues permits for "on lot household sewage disposal systems."

Sexually Transmitted Diseases 778-2060

The Health Department is responsible for reporting and follow up of sexually-transmitted diseases.

Sidewalks, Curbs and Gutters Costs

As part of the City’s street reconstruction projects, these costs are estimated by the Engineering Department (778-2044) and billed by the Finance Department (778-2065) with the unpaid costs being added to the property owners’ property taxes by the Miami County Auditor (332-6800).

The Engineering Department issues permits for the placement of sidewalk and/or curbing in the public right of way.

Sign Permits 778-2049

The Planning & Zoning Department issues permits for the placement of a sign of any type, free-standing, wall-mounted, off-premise, etc.

Site Plan and Building Plan Reviews 778-2013

The Fire Department reviews all plans for building or remodeling a business to ensure that they meet the current fire safety codes.

Snow and Ice Removal 778-2095

Call the Street Department for removal of snow and ice on streets  City policy calls for crews to plow streets from curb to curb as cars and other obstructions have been removed. Streets are prioritized to facilitate more efficient removal of snow and obtain the best traffic flow possible. Also see "Snow Emergencies."

During periods of significant snowfall, the City Manager may declare a Snow Emergency and require vehicles to be removed from designated streets to facilitate snow removal.

Call for dates and clean up schedule of your area by the Street and Sanitation Departments. An electronic "hotline" (778-2092) is available with twice daily recordings of the location of crews.

The Fire Department provides information and inspects sprinkler systems for all businesses that have or are installing sprinkler systems.

The City does not directly assist small business owners; however, the Upper Valley Joint Vocational School’s Small Business Development Center can provide individuals with numerous resources about starting a business.

The City provides street lighting at no additional cost to its residents. Contact the Piqua Municipal Power System to report any problems with residential street lights.

The City Engineering Department issues permits to temporarily close a portion of a city street or alley.

Street Opening Permits 778-2095

Permits are required in order to excavate in the paved area of a public right of way for any reason. Permits can be obtained at the City Street Department.

City streets are swept on a regular basis. Call the Street Department for the scheduled dates of sweeping in your area.

Call the Planning & Zoning Department for inquiries about permits, plan reviews, utilities or other questions.

Swimming Pool Membership Gift Certificates 773-7665

Gift certificates (during Christmas season only) are available at the Parks & Recreation office, 635 Gordon Street (778-2085) and the Finance Department, 201 West Water Street. Otherwise, gift certificates may be purchased at the pool (773-7665) when it opens for the summer.

The Planning & Zoning Department issues permits for the placement of a residential pool, either above or in-ground.

Piqua has a municipal pool located in the Pitsenbarger Sports Complex at McKinley and South Streets. The pool has swimming lessons, pool party rentals, Family Nights, and other special events.

The Health Department issues licenses and inspects tattoo and body piercing operations in Piqua.

Temporary Electric Service 778-2077

Many jobs require an interim electrical service to facilitate completion of a construction project. Contact the City’s Power System to review the requirements for this type of service.

Trailer Parks 778-2060

The Piqua Health Department licenses and inspects trailer (manufactured home) parks.

Transportation Service 773-7547

The Piqua Transit Service is operated for the City by the Community Action Council of Miami County. Hours of operation are: Monday-Friday 6a.m. - 6p.m. Vehicles are equipped to accommodate wheelchair bound passengers. Those who wish to be transported to Upper Valley Medical Center facilities at Dettmer should call the Piqua Transit Service to arrange for public transportation.  Transportation to the UVMC medical facilities runs during the normal hours of operation.  Questions pertaining to the City's public transit service can be addressed by contacting the Community Development Department at 778-2054.

Tree Planting 778-2044

Call the Engineering Department for information and literature outlining permissible tree species and locations in the public right of way.

Trees/Limbs, Dangerous 778-2044

Call the Engineering Department to report location of trees or tree limbs endangering the public safety.

Tree Trimming 778-2077

The Piqua Municipal Power System trims trees to maintain safe and reliable operating distances from its high-voltage power lines. Tree concerns should be reported to the Municipal Power System.

Truck Parking 778-2027

Trucks over 6,000 gross pounds must obtain a parking permit to park on residential property. Such vehicles may park on state routes for no more than 72 hours per month. Permits are obtained through the City Police Department.

Underground & Above Ground Fuel Tank Permits 778-2013

The Fire Department has been delegated authority by the State Fire Marshall’s Office in the matter of removing and installing fuel tanks. The Fire Department conducts all inspections and issues permits.

Underground Locations - Electric, Water and Sewer Service 778-2077

The City will locate and identify underground utilities owned by the City, including electric, steam, water and sewer lines.  Two working days advance notice is required.  OUPS must be called for a locate on all non-City utilities (1-800-362-2764).

Payment of utility bills may be mailed, deposited in our night deposit box or paid in person at the Utility Business Office, 201 West Water Street. Office Hours are: Monday - Friday, 8 a.m. - 5 p.m. For ease and convenience, we offer BillPayer 2000 to automatically deduct your utility payment from your checking account. You may inquire about details of this safe and convenient program at the City’s Utility Business Office.

The Miami County Board of Elections has numerous places to register to vote including the Flesh Public Library, any public library in the County, and the branches of the Bureau of Motor Vehicles. No documents are needed to register.
