In 1998 and 1999, the steering committee for Future Piqua II and nearly 900  residents throughout Piqua developed a community strategic plan.  Wright State University's Center for Urban and Public Affairs, a community research and outreach center, was chosen to facilitate this community planning project.

In the beginning of the process, the steering committee formulated  vision and value statements that assisted in guiding the process in its development of key issues and action steps. 
 
Phase One - Speak Out Piqua Night
 
Phase one of the project included tapping citizens for their input on issues facing the city.  In March, 1999, the City and Wright State University organized Speak Out Piqua Night.  Fifteen simultaneous neighborhood meetings were held at various locations throughout Piqua.  Approximately 350 residents facilitated, attended, or provided written comments into Speak Out Piqua Night.  The meetings gave residents a forum to discuss Piqua's strengths, weaknesses, and areas for improvement.  Speak Out Piqua Night comments were used in developing the survey used in phase two.
 
Phase Two - Surveys
 
Phase two of the process involved conducting a citizen's perception survey.  414 Piqua citizens participated in the phone survey conducted by Wright State University's Center for Urban and Public Affairs.  In addition to the survey, focus groups were conducted in each of three neighboring communities (Sidney, Troy, Tipp City) to obtain outside perceptions of Piqua's strengths, weaknesses, opportunities and threats, especially as these have changed over time.  
 
Phase Three - Citizen Planning Sessions
 
Based on input from the steering committee, comments from Speak Out Piqua Night, citizen's perception survey, and external assessment, nine issue areas were established.

  • City Appearance/Zoning Code Enforcement
  • City Image
  • Downtown
  • Economic Development
  • Education
  • Fort Piqua Hotel
  • Health Care
  • Parks and Recreation
 
Each of these issue areas were addressed in separate full-day sessions involving a total of 130 citizens.  These groups of citizens established goals, objectives, and strategies for their areas.
 
Phase Four - Setting of Goals
 
The steering committee took the recommendations from the citizen sessions and assigned priorities (high, mid, and low) for each objective.  For the high priority  objectives, the lead agency, funding source and time frame were specified.  Nineteen high priority goals were established.
