Mr. Oda called the meeting to order at 6:00 p.m. and gave an overview of how the meeting will be conducted.

ITEM NO. 1: MEETING MINUTES

It was moved by Mr. Brad Bubp to accept the April 24, 2007 meeting minutes with the correction of one spelling mistake in the last line of the last page. Mr. Michael Foster second the motion. With all members in favor, the motion carried.

OLD BUSINESS

Lorna Swisher presented an email exchange between Mr. Chris Schmiesing with the City of Piqua and Mr. John Brown of Unity National Bank. The email stated that Unity would be bringing a proposal for the redevelopment of the vacant lots between the Unity Administration building and Paul's Bar to the board in the next 30 - 45 days. She noted that at this time there is no plan to bring before the board. Mr. Bubp requested that Unity Bank be made aware that we are also requesting a plan on how they will treat the south façade of their building (facing Paul's Bar.) Mrs. Swisher said she would make Mr. Brown aware of the request. Mrs. DeBrosse Comer noted that the time stated in the email has not elapsed and therefore they were not tardy with their plan. Mrs. Swisher said she would follow up with Mr. Schmiesing to see if he had had any additional conversations with Mr. Brown.

Mrs. Swisher noted that she had emailed photos of the fence Mr. Zender is proposing for his outside dining area. The fence will be painted black and does not have any decorative elements on top. Mr. Mike Foster noted that the clean up in the rear of the building has not yet happened.

Mr. Cecil Stewart joined the meeting.

Mr. Brad Bubp noted there were still a number of signs in the downtown that had not brought their sidewalk/sandwich board signs before the DDDRB. Mrs. Swisher said she would ask Mr. Schmiesing to send reminder letters.

NEW BUSINESS

ITEM NO. 2: RESOLUTION DRB 06-07
A resolution requesting a certificate of appropriateness to repaint 327-329 N. Main Street.

Lorna Swisher gave the staff report. Mr. Doug Murray, POA for the building at 327-329 N. Main Street has requested permission to paint the front and rear of the building BM-1052. It is a dull cream color. The cornice will also be repainted in a contrasting (HC-88) color.
Mr. Oda noted the building has been remodeled a number of times but was originally built in the 1850's. The original windows have been long lost.

Mrs. Debrosse Comer moved to approve Resolution DRB 06-07 with a second by Mr. Cecil Stewart. Role Call AYE: Mr. Mike Foster, Mr. Cecil Stewart, Mr. Brad Bubp, Mrs. Debrosse Comer and Mr. Jim Oda.

ITEM NO. 3: RESOLUTION DRB 07-07
A resolution requesting a certificate of appropriateness to repaint 117 E. Water Street and install a new shingle roof.

Lorna Swisher gave the staff report. Mr. Joe Drapp would like to repaint the existing painted areas with Kyanize Farm Fence 4034 and the trim will be painted a lighter cream color (Kyanzie Hawthorn Tan). The shingles will be a "Estate Brown" manufactured by Country Mansion.

Mr. Drapp was there to speak on behalf of the application said it is his long-term goal to put the windows back in the first floor façade. Mr. Oda noted the building is an Italianate style building constructed in the late 1800's. The first floor has been remodeled a number of times.

Mr. Drapp noted that he has removed all the mechanicals from the building as well as all the wiring. The building presently has a rubber roof that is in fairly good condition.

Mr. Bubp moved to approve Resolution DRB 07-07 with a second by Mrs. DeBrosse Comer. Role Call AYE: Mr. Mike Foster, Mr. Cecil Stewart, Mr. Brad Bubp, Mrs. DeBrosse Comer and Mr. Jim Oda.

OTHER BUSINESS

There were no code violations to be brought before the Board.
