   Piqua City Commission Work Session
November 1, 2007

Piqua City Commission met in Special Work Session at 4:00 P.M. in the Municipal Government Complex Administrative Conference Room, 201 W. Water Street. Mayor Hudson called the meeting to order at 4:00 P.M. Also present were Commissioners Barhorst, Patrizio, Terry, and Vogt. Absent: None. Also in attendance: City Manager Fred Enderle, Police Chief Wayne Willcox, Finance Director Cindy Holtzapple, Public Works Director Tom Zechman, Lucy Fess, Lloyd Shoemaker, Nick Alexander, David Humerickhouse, Bill Shinall, John Martin, and David Martin.

PUBLIC RECORDS TRAINING - Stacy Wall/Wayne Willcox

Police Chief Wayne Willcox gave a brief presentation on the issue of Public Records Training, and what records were to be kept and how they were to be presented for inspection by citizens asking for copies.

Mr. Shoemaker asked if the Clerk of Commission is responsible for just the City Commission records, or for the records for the all the departments?

Chief Willcox stated the Clerk of Commission is just responsible for the City Commission records.

City Manager Enderle explained further how the City Commission records were to be kept.

Mr. Enderle suggested the Commissioners use their City e-mail, and submit copies to the City Manager.

Commissioner Vogt asked if Commissioners receive email would it be saved on the city server?

City Manager Enderle stated yes, and should always send a copy to the City Manager.

Mr. Shoemaker asked what about verbal communications, how would they be handled?

City Manager Enderle stated the Public Records apply to written communications only.

CAPITAL IMPROVEMENT PLAN - Cindy Holtzapple/Tom Zechman

City Manager Enderle gave a brief explanation on the Capital Improvement Plan.

How the Capital Improvement Plan was put together.
Better job of planning for improvements in the future.
Explained what the General Funds can be spent on.
Explained the Enterprise Funds
Power Revenues can only be spent on Power.
Water Revenues can only be spent on Water.
Wastewater Revenue can only be spent on Wastewater.
Sanitation Revenues can only be spent on Sanitation.

City Manager Enderle explained that Administrative Services are the only charge that can come out of the General Fund.

Several questions were asked concerning the Capital Funds and the revenues on hand.

City Manager Enderle stated there is not a lot of money to fund the capital improvements this year.

City Manager Enderle explained the organization of the Capital Improvement Plan booklet that was provided to the Commissioners for review. (Copy on File)

Finance Director Cynthia Holtzapple, explained the General Fund Summery line by line.

Discussion on the Police and Fire Improvements followed with Cynthia Holtzapple, and City Manager Enderle answering all questions asked.

Law Director Stacy Wall joined the meeting at 4:58 P.M.

There were several questions raised on the use of the old Power Plant facility now and in the future.

City Manager Enderle stated the Water and Wastewater are higher this year and explained the reason for increase in the requests, citing EPA mandates for part of the increase.

Commissioner Vogt voiced his concern over the EPA requirements.

Cynthia Holtzapple distributed copies of the cash flow balances and gave a brief overview of the statistics on the cash flow sheets.

City Manager Enderle explained how the funds were put together, and what the expenditures were in each department.

Moved by Mayor Hudson, seconded by Commissioner Vogt, to adjourn into Executive Session for discussion of Personnel Issues at 5:30 P.M. Voice vote, Aye: Vogt, Hudson, Patrizio, Terry, and Barhorst. Nay: None. Motion carried unanimously.

Moved by Commissioner Vogt, seconded by Commissioner Barhorst, to adjourn from Executive Session at 6:10 P.M. Voice vote, Aye: Patrizio, Vogt, Terry, Barhorst, and Hudson. Nay: None. Motion carried unanimously.

Moved by Commissioner Vogt, seconded by Commissioner Terry, to adjourn from the Piqua City Commission Work Session at 6:10 P.M. Voice vote, Aye: Hudson, Patrizio, Terry, Vogt, and Barhorst. Nay: None. Motion carried unanimously.
