   Piqua City Commission Work Session
July 19, 2007

Piqua City Commission met in Special Work Session at 4:00 P.M. in the Municipal Government Complex Commission Chambers, 201 W. Water Street. Mayor Hudson called the meeting to order at 4:00 P.M. Also present were Commissioners Barhorst, Vogt, and Terry. Absent: Commissioner Patrizio. Also in attendance: City Manager Fred Enderle, Law Director Stacy Wall, and Health & Sanitation Director Amy Welker.

It was moved and seconded to excuse Commissioner Patrizio from the Piqua City Commission Work Session of July 19, 2007. Voice vote, Aye: Vogt, Terry, Hudson, and Barhorst. Nay: None. Motion carried unanimously.

Recycling - Background

Presentation by City Manager Enderle and Health & Sanitation Director Amy Welker on the City of Piqua Recycling Plan.

Recycling Bid Specifications

Recycling bid specifications were discussed with the Rumpke bid and the Waste Management bid differing by over $100,000. It was stated that the current three-year contract was over $600,000.

There was an increase in the refuse from 8,000 tons to 9,000 tons without a substantial increase
in the population in the City of Piqua. The fee for recycling in the City of Piqua now is $170/ton.

With the Rumpke contract now citizens are using the largest recycling bin Rumpke has which is an 18-gallon bin. Rumpke currently provides the bin.

The city would like to look into the possibility of exploring various different types of bins, i.e. bins with lids or having larger than 18-gallon bins.

It was expressed that the recycling company chosen for the next contract needs to really focus on compliance with public awareness and education.

Some of the complaints involved missed stops and the throwing of the bins in yards and driveways. It was also noted that the recycling driver checks in each day with the Health Department to pick up the complaints that come in.

Alternative Program Ideas

The City of Piqua would like to have the option to utilize larger bins such as 30 gallon containers or possibly using any type of larger container with a "recycling sticker" on it provided by the contractor.

The City of Piqua would like to bid a one-year contract with options for 2-one year extensions on the next recycling contract.

Moved by Commissioner Barhorst, seconded by Commissioner Vogt, to adjourn from the Piqua City Commission Work Session at 4:45 P.M. Voice vote, Aye: Terry, Barhorst, Vogt, and Hudson. Nay: None. Motion carried unanimously.
