| Certificate
of Appropriateness |
| All property owners and merchants are
reminded that a Certificate of Appropriateness is required prior
to making exterior building improvements in the District, even
for projects which may not require a building permit. The
certificate is not required for interior improvements, nor is it
required for routine maintenance as described in the ordinance. |

| A Certificate of Appropriateness shall be
required before any change may be instituted within the
District, whether or not said change requires a building permit.
No building permit shall be issued without the prior issuance of
a Certificate of Appropriateness. No change shall be instituted
or made within the District except in strict conformity with the
plans and application approved by the Board in its approval and
issuance of the Certificate of Appropriateness. All applications
shall be filed with the City of Piqua Planning and Zoning
Department.

| Exclusion |
| |
| Improvements which do
not require a Certificate of Appropriateness are: |
| |
- Ordinary
maintenance or repair which does not involve a
change in design, material, color, signage or
outer appearance.
- Unsafe
or dangerous conditions which the City Engineer
determines to be required for public safety.
- Churches.
- Private
Residences.
- Interior
Arrangements.

| Enforcement |

| The Health Department Code
Enforcement Officer is designated and authorized to
enforce the provisions of this chapter to prevent, correct
or abate unlawful change |
| |
| Penalties |
| |
| Any owner, owners, individual,
individuals, association, partnership, corporation or
other legal entity which makes a change within the
District without first obtaining a Certificate of
Appropriateness shall be fined not more than five hundred
dollars and the costs of prosecution. Each day during
which such violation continues shall constitute a separate
offense. |
