Shawnee Stormwater Pumping Station Improvements 
 
Sealed Proposals will be received in the office of the Public Works Director, 201 W Water Street, Piqua, Ohio 45356, until 2:00 P.M. Local Time, on March 18, 2008, and publicly opened and read at that hour and place for the construction of:

CITY OF PIQUA SHAWNEE STORMWATER PUMPING STATION IMPROVEMENTS

The City of Piqua's contact person for this project is Doug Harter, Street Superintendent, telephone number 937-778-2095, and the work for which Proposals are invited consists in general of the following:

1. Selective demolition of existing facilities in the stormwater pumping station.

2. New pumping equipment and associated structural, mechanical and electrical improvements.

BASIS OF BIDS: Bids shall be a Lump Sum basis as shown in the Proposal.

PURCHASING BIDDING DOCUMENTS: Copies of the Bidding Documents may be purchased by prospective bidders through the office of DLZ Ohio, Inc., 6121 Huntley Road, Columbus, OH 43229-1003, (614) 888-0040, upon payment of $100.00 per set. No refunds will be made. Checks are to be made payable to DLZ Ohio, Inc.

SUBMITTING A PROPOSAL: Proposals must be submitted on the Proposal forms contained in the Project Manual and the said Volume of the Project Manual must be submitted IN ITS ENTIRETY in a sealed envelope marked on the lower left hand corner:

"BID PROPOSAL:
CITY OF PIQUA
SHAWNEE STORMWATER PUMPING STATION IMPROVEMENTS"

PRE-BID CONFERENCE: There will be a Pre-bid Conference held at the Street Department Building, 859 S Main St, Piqua, OH 45356, on Wednesday, March 5, 2008 at 10:00 a.m. Local Time. Following the pre-bid meeting, a tour will be made to allow the prospective Bidders to inspect the project area and facilities. Bidders must attend both the conference and the walk-through tour.

PROOF OF QUALIFICATIONS: Bidders shall provide proof of qualifications to perform the Work as described in Article 3 of the Instructions to Bidders (Section 00200).

BID GUARANTY: The Bidder is required to submit a Bid Guaranty (certified check or Proposal Bond in the form provided) in accordance with Section 153.54 of the Ohio Revised Code.

COMMENCEMENT AND COMPLETION: All bidders shall agree to complete the project no later than eight (8) months after issuance of the Notice to Proceed.

CONTRACT PERFORMANCE AND PAYMENT BOND: A Contract Performance and Payment Bond of 100 percent of the amount of the Contract, with a satisfactory surety or sureties, as described in Article 20 of the Instructions to Bidders, will be required to assure the faithful performance of the Work.

LICENSING OF CORPORATIONS: Particular attention is directed to the statutory requirements of the State of Ohio relative to licensing of entities incorporated under the laws of any other State.

EQUAL EMPLOYMENT OPPORTUNITY: No bid will be deemed responsive unless the Bidder's certification and other EEO information required by the specifications is submitted with the Bid.

BID CANCELLATION AND REJECTIONS: The right is reserved by the Public Works Director of the City of Piqua, Ohio, to cancel this Advertisement for Bids, to reject any and/or all Bids, to waive technicalities, to hold Bids for a period of 60 days after the Bid opening, to make an award of the Contract at any time during that 60 day period, and/or advertise for new Proposals, when such action is deemed by the Director to be in the best interests of the City.

All bidders must be prepared to comply with the provisions of the City of Piqua Affirmative Action Plan and other certifications described in the bid documents to be eligible for the award of this contract. No bidder shall be deemed responsive unless all information required is submitted with the bid.

Bidders must comply with the State prevailing wage rates on Public Improvements in Miami County and the City of Piqua, Ohio as determined by the Ohio Department of Commerce.

The State of Ohio statutory standard for judging the bids is "lowest and best bid." The City of Piqua reserves the right to reject any and all bids, and to waive any and all informalities and irregularities in the bids received.

The estimated construction cost for this project is $550,000.
